The legal version: tobacco-leaf reformulation
Japan's Tobacco Business Act permits a different product: nicotine pouches reformulated with tobacco-leaf powder, which brings them under tobacco law rather than pharmaceutical law. Philip Morris International (ZYN, sold via the IQOS platform), BAT (VELO), and Japan Tobacco (Nordic Spirit) all sell this reformulated version at scale through convenience store chains including 7-Eleven, Lawson, and FamilyMart, alongside IQOS stores and duty-free.
Import route for the reformulated product
Bringing the tobacco-leaf version to market requires registration as a Ministry of Finance 'Specified Distributor' or 'Specified Wholesaler', plus MOF-approved retail pricing — a formal, licensed process rather than standard customs clearance. To date, this route has only been used by the multinationals named above; it requires a distinct product formulation, not just a licensing application on top of an existing SKU.
What this means for a Swepouch-sourced wholesale programme
Candora's standard nicotine pouch range, sourced through Swepouch, is tobacco-free and does not have a legal retail path into Japan today. Entering this market would require commissioning a tobacco-leaf-reformulated product specifically for Japan and securing Ministry of Finance distributor registration — a materially larger undertaking than any other market in this guide series, and one we are not currently pursuing.
